Updated drop rates

for certain items fixed a few bugs.

Elf now have starting wep/arrow

TU Will be easier on 51+ 31f it will stay the same.

Crack of Time now has a chance to drop 1-6 fragments of time.

NPC on FI fixed to tele home.

Drop rates for Toi Shining scales upped and other small drops.

41f+ will not be changed due to all of the floor drop rates go up as you go up!

Quest items will be added in game as a buy shop.

Screen Wipe will not fix any issues as we don't have a host yet

the last host we tried for messed us around and didnt do anything

As they were the cheapest we now need 20$ more to get a 60$ host.

Please don't report drop list bugs being "Low"
